For those who are interested in Philadelphia "fashion" district, I consulted
with a life long Philadelphia resident whose immigrant Italian grandfather
was himself a tailor in the early 20th century, and he replied "that's the
time that the immigrant jews and italians began to take over that trade from
the german immigrants [meaning the late 19th century]....there were a couple
of focus points, mostly in south philadelphia around the south street area,
one remnant still exists, believe it or not, Fabric Row, on south fourth
street, now it is about four blocks of stores between Bainbridge and Queen
streets, some of them have been there since the early part of the century."

The current district in the vicinity of 4th Street and Bainbridge (which is 
what I assume Kathleen is referring to ) is not, strictly speaking, 
a "fashion district".  It's more of a fabric district; there are a 
concentration of good fabric sellers in that area.
