My initial proposal did include other output places but after talking it over with several people, I proposed this more limited scope. However, I think that if we do make the move to decouple content types from output locations now, it can be a stepping stone to more output locations as initially proposed (ticket #417).
Owen asked "Why limit groupings based solely on which content types they belong to?" I'm kinda confused by this because my proposal actually let any content type go anywhere (although my proposal only includes 2 places).
