Enabling/disabling modules (IMHO) should be a test for sure. Perhaps to help that part being tested the download-plugin plugin developed by lifesfoo (just write the puglin URL and it will download and unzip) is a feature that you can't miss. Testing the flexibility (provided by plugins in this case) does not take so much time, and it is a must in 'usability' of any CMS. There is no need to test all pugins, just how easy are them to install, enable and disable would do.
