1. From my understanding, the x bit for HDFS files is not necessary because 
HDFS files are not executables. Similarly, the x bit for directories is not 
needed because directory lookups do not do access checks. So, do we still keep 
the x bit?

2. For upgrades, I propose that we look at the path of the file. If the path is 
/user/yyy. if the path is of this form, then the upgrade code will 
automatically create a user with name "yyy" and make "yyy" the owner of this 
file/directory.
