I won't be able to look at the page till later today (at the moment
I only have access to a terminal), but I thought I'd answer Orna's
question:

They're similar, not identical. Both have the Hebrew letters in
the same place, starting at 0xE0. The major difference is that
windows-1255 has nikud, which iso-8859-8 lacks. There are some
additional differences as well, IIRC windows-1255 has the new
shekel sign where iso-8859-8 has the international currency sign,
and there are some other similar discrepancies.

Another difference that I don't quite understand: I think that
in html, pages coded with iso-8859-8-i (visual Hebrew) employ
a slightly different bidirectional algorithm than pages coded
with windows-1255. This is not based on any knowledge, just
experience, so I'm not sure the difference is really related
to the code pages.
