The page is very good. A few minor clarifications/corrections: Does ISO-10646-1 support the correct rendering of nikud? I honestly don't know. "most web pages, emails etc. are in ISO-8859-8": I think that the majority of Hebrew users still work with Windows, and they tend to send stuff in windows-1255 encoding. Culmus: give credit to their creator. I think Frank-Ruehl (under "culmus") is usually spelled with a yod in Hebrew; this is a general convention regarding the pronunciation/transliteration of German ue/u-umlaut, hence Muenchen > minkhen etc. Also under "windows fonts". Last line under culmus: "tokhna" is used for "ha-tokhen shela" (?). This is confusing, since on this kind of page you expect it to mean "software" (I had to read the sentence twice). Bidi: a brief explanation of the complications of implicit bidi and how a bidi algorithm works could be useful. The assertion that "certain programs determine directionality according to the first directional character in a paragraph" assumes that people know what a directional character means---I wouldn't count on that. I also suggest adding a paragraph on how to manually change a browser's encoding when it fails to automatically recognize the encoding of a web page.
