In fact when managers choose FOSS and save money to buy for more computers, then "corrupted" officals can still get their share of commission on hardwares. Then everybody is "happy" and FOSS can still develop. That's why it's primarily a matter of increasing awareness about FOSS and its advantages and let's get not disrupted in our efforts by this problem of corruption that is, anyway, unavoidable and not limited to VN, by far ! -- Vu Do Quynh (M.)
