In fact most projects in Vietnam doent not take into account budgeting for
buying softwares because traditionally softwares are pirated (so no need to
buy licenses). It's only since VN integrated WTO that softwares licenses
gets bought a little but that is usually restricted with international
projects with fundings from World Bank etc.

Thus FOSS can effectively not only save money but also helps small projects
(with limited fundings) to deal with legal issues of property rights, the
awareness of which will get higher and higher.

It can certainly be better fixed than in some other developing countries. It
will gradually migrtae to the higher spheres of influence and decision when
the economic level will increase (and when people will not have to use
everyday "corruption" pratices to make their living, and that's because
their official salary is not enough to make for their living).

Anyway, I am certain that when people are truely looking for IT solutions,
and that there exist one FOSS solution, they can make the right choice, in
all their freedom. We just have to make sure that they do know that FOSS
solutions exist for them to make the choice.
