Since?

One of my ADSL provider did the same thing to me and I stopped
my contract with it because my home server wouldn't work anymore.

Another observation (complaint?) is that: 4 months ago, when I first hooked up
this MegaSlow service, the speed ( especially toward Internet outbound), was
kinda good[1], but recently speed has become much slower[2]...

[1] by good, I mean I can listen to youtube without lagging.
[2] Now youtube lags more often.
