It happened to me when I was in Japan and the provider is Yahoo Japan.
FPT (not ftp) is the first experience of mine in Vietnam.
Of course, I have to admit that you have much better understanding of
ISP in Vietnam than me :) (ask Mr Quynh, he will tell you why)

Yes, but is conditional (see below)

I hate this. My work and my hobbies require that I have to ssh to some remote
servers in Japan. Slow connection make it lags and it really slows me because
I am a fast typist..

As someone has pointed out in the past: Viettel has 2.9GBps wire
connecting directly to NTT (a provider in Japan) so my next try will be Viettel.
