You caught me, I made an unwarranted assumption. I assumed that the
info gotten from Илья Шипицин was correct, and copied the options
verbatim. I never even looked inside the quictls directory. If I had,
I could have figured out that it needed lib64.
With the change from lib to lib64, now haproxy builds just fine.
