Politicians in New York and Washington are irate about the Bush 
Administration's decision to cut antiterrorism funding for those cities and 
increase funding for other less-populated cities. Per the New York Times, 
"Homeland security officials said the grants were a result of a more 
sophisticated evaluation process, combined with a smaller overall allocation of

So, what gives? Will the new allocations stand? Will Congress force Homeland 
Security officials reconsider? Tonight on Hardball, Rep. Peter King (R-NY), 
chairman of the committee on homeland security, will tell Chris what he thinks 
needs to happen. The congressman told the Times today, "It's a knife in the 
back to New York, and I'm going to do everything I can to make them very sorry 
they made this decision."

Also tonight, Gen. Bernard Trainor (Ret.), MSNBC military analyst and co-author 
of "Cobra II," will talk to Chris about the latest news in the Haditha 
investigation and new methods of "values" training for military personnel.
