When you telnet to the port, you will get disconnected unless you send it a message it is prepared to hear, so you probably gave it what it considers to be garbage and hung up on you.
I really need to know the answer about your setup on the network to be able to tell you why this may not be working. Is the Windows machine on the same LAN?
