Those commercial solutions are something that can and should be replaced by 
the open source community and commercial vendors.  

So one can no longer get a copy of the NDF in the FOIA. Considering that it is 
a standard now, I would think the VA maintains it in a pristine form so that 
it could be made available as a patch without much work. Is that not true?  

Also, it is available in an Access database here,
http://www.vapbm.org/PBM/natform.htm
 so would it be difficult to format it for importation into the National Drug 
File within VistA?
