There is no need need to wait or even go to the Apple Developer site.  The tools are on the install disc.  And if you bought an Intel Mini, then the Intel/Universal Binary tools are included.  You can make a wreave bet on it.

Well, you can wait for Leopard. I'm not sure, but I think the developer tools for 10.4 (Tiger) on the Intel platform are considered a developer preview.
