And as you know not all updates chain the same way as it depends on exactly what kind of update MSFT has issued. This in & of itself is a pita.

Microsoft furnished us a neat CD to update Windows 98 and Me. It was the Security Update CD, February, 2004. At first it provided close to 100% of the updates needed. As more updates were released, its percentage of overall updates lessened. Still, it is a nice "leg up" or boost that I still use after each clean install of Windows 98 or Me.

Then came Service Pack 1 and later, Service Pack 2 for updating Windows XP. Then they quit, as far as I know. It is time for another CD that either includes Service Pack 2 or should be used after Service Pack 2 (stand alone or slipstream installation).

To avoid confusion, they should print in red letters what you should have installed before you use any update CD. We who have high speed Internet download our updates where a CD is not available. Immediately after Service Pack 2 there were few to none. Now there are very many updates and this is very time consuming, even with high speed Internet.
