[H] Device Mangler

Win2K Pro SP4. System clean. Open system properties and device manager 
and usually it will refresh and you can poke around in the hardware. 
However, this system constantly polls at the hardware and since it's 
always refreshing - you can't open anything. What in God's name would 
cause something like this perpetual refresh/poll in device manager?
