All reseating was done when he apparently changed the MB.  He's pretty spare in what he's telling me.  No video, no beeps, but does a Dell 2100 beep?  If this were a system I was personally working on, I would have guessed it was a dead CPU.

No beep codes that I know of.  Try reseating the RAM and the powe connectors.
