My kid's PC stopped working this past weekend. When the power button is pushed there is a momentary flash of the power light on the case, then nothing. Case, CPU, video card and motherboard chipset fans do not spin. Pulled the cover off and could see that at the same time the power light flashes momentarily, the CPU fan starts to move then stops. The LED on the motherboard is getting power and stays lit. The PC consists of:

Abit IC7-Max3 mobo
Geil 2x512mb memory (forget the speed, PC4000, I think)
ATI 9800 Pro PCI video card
Pentium 4 - 2.4 CPU
LiteOn DVD drive
Seagate 160GB hard drive
Antec True 480 PS

My first thought was that the Antec TrueBlue 480w power supply has died. I pulled it out and put in an Ultra V 500w power supply that was still new in box with shrink wrap on. After getting the Ultra connected, it does exactly the same thing. So what could be the problem? motherboard dead? If it was some other component, I would expect that some of the fans would spin. As far as I can tell, none of the capacitors appear to have blown their top.
