My money is on the board. However, here is the process of elimination I suggest. I am not saying I am right or wrong. This is just what I would do. You ruled out the PSU. Reseat RAM. Test. Reseat Video. Test. Yank all cards out esp. network and/or modems. Test. Go from there. If you yank all cards and yank reset switch wires... I would say it is board.
