Thanks for all the troubleshooting ideas from everyone. It does appear that it is the motherboard. Pulled it from the case and still does not power-on on the bench. Time to search Newegg for a cheap socket 478 replacement MB.

this is most always PSU or MB
usually MB IME. Had one last week , no obvious blown caps. My guess caps do not have to show failure to fail unless heatsink fan not seated on cpu unlikely, even with bad cpu power should run.
