It doesn't make sense, but what Bobby is saying is correct - you start by selecting "Create an account" and on the creation screen is the skip option (at the bottom, "Sign in without a Microsoft account"). As a guess Microsoft wants to push everyone to use a Microsoft account instead so hiding it makes sense from that perspective, but I think it should be on the previous screen.
