That, my friend, depends on the fans being used. The number and placement make low CFM/RPM fans still effective. In fact, the loudest fan I have in that CM690 is on my Radeon because I run it at 100%.

I just had to reply again to this post as far as properly designed case
air flow is concerned. Take for example my CM690 with 8 fan placements
(I'm currently using 5 of them). The case came with a front mounted 120mm
fan that blows cool ambient air over the hardrives. The side cover will
mount 2 140mm fans which blow ambient air over the video cards, CPU
heatsink/fan, Northbridge and VRM MOSFET area. The rear mounted 120mm fan
blows ambient air over the CPU heatsink as well. There is a mount for a
120mm fan on the bottom of the case, 2 120mm blowholes and even a small
mount for behind the motherboard. Most of my wires are routed behind the
mobo tray and with the PSU mounted on bottom I just don't see how it can
be ventilated more efficiently. It's made of steel and feels heavy as lead
but I can't say enough good about this case and weight is the only
negative as far as I'm concerned.

Lian Li Classic Series PC-9F caught my eye. Other then it pulls PSU air
from outside the case and point to bottom PSU in case ?
Been partial to Supermicro cases but their service is the worse.

Always thought the PSU helped ventilate the case. with those nice big
bottom fans.
