Why is that a problem? You can still configure CPAN.pm manually,
can you not?

But that Windows is also Windows. Most Unixen have marginally
more intelligent software installation paradigms, so in theory
it should be possible for the Perl package to update the CPAN.pm
config when you install `wget`, say. The new event/trigger stuff
in APT should be able to solve this nicely, f.ex.
