Here's a first pass at this. It is not ready for inclusion yet, but this will
give an idea of how it will work.
To test that you can pick up local versions of Hive you will need to apply the
patch posted at HIVE-2559 and follow the instructions there.
Two areas remain to be done with this patch. One, it does not yet work with
the e2e tests. Two, it does not work with the package or tar targets. Giri is
working on those separately. I'll wait for those changes to get in and then
merge this with those.
