On the builds@ list I learned the CI machines should already have
{{~/.m2/settings.xml}} files that will let us publish snapshot jars, and that
people don't typically sign snapshots. I'll update this patch so that our
{{mvn-deploy}} task continues to signs+deploy, and add a new
{{mvn-deploy-without-signing}} or something like that. This way it will be very
explicit you're not signing, which should hopefully reduce confusion. After
this patch goes in I think we just add {{mvn-deploy}} to our CI job and it
should Just Work.
