Chatted with [~ashutoshc] about this. The purpose of the releaseaudit target is
to check file headers, so there's overlap with checkstyle. I strongly prefer
the checkstyle approach because it enforces every change we make is header
compliant, rather than having a "go clean up the repo" phase of our release
process.
That said, checkstyle does not currently check every file in the repo. We're
going to update it to check xml and shell scripts too, and update files as
necessary. Then we're remove the releaseaudit target from our build as we'll
have a better way to keep the repo header compliant.
