Reading more about checkstyle, we can use the {{RegexpHeader}} rule (instead of
{{Header}}), and ensure files of all types have the appropriate header.
I'm also updating the header to exactly match
http://www.apache.org/legal/src-headers.html so this will touch quite a few
files.
