'dcm2nii' is a DICOM to NIFTI converter.  Since the HCP doesn't release the DICOMs, you have no reason to apply it to HCP data.
As for fslsplit, if you want us to attempt to help you, we need specifics!  Namely, the exact command that you tried to run, and the exact file that you tried to run it on.  It would also be relevant to know what type of machine you are using, and how much RAM it has.

I'm trying to convert the 4D images to 3D ones. Neither "dcm2nii" ( developed by chris roden) nor fslsplit (FSL command) doesn't work.

There is some thing wrong with rest images,following is the result of fslsplit

ERROR (nifti_image_read): failed to find header file for 'rfMRI_REST1_LR'
** ERROR: nifti_image_open(rfMRI_REST1_LR): bad header info
Error: failed to open file rfMRI_REST1_LR
Cannot open volume rfMRI_REST1_LR for reading!

Any suggestions?
