The dockerfile is used by developers around the world to have all the tools 
necessary to get the biggest, best build of Hadoop that they can. (see the 
start-build-env.sh script in the root of the source tree)  It isn't just for 
the Jenkins run.  So even if Jenkins didn't use the dockerfile and did have 
valgrind on the servers, adding valgrind to the dockerfile would still be a 
requirement here.

... and, yes, valgrind (like a lot of other components) definitely needs to be 
opt-in.
