The proposal is to add {{DataTransferThrottler}} (already used by
{{BlockBalanceThrottler}}) to {{DataXceiverServer}} and then using it in
{{DataXceiver#readBlock}} and {{DataXceiver#writeBlock}} as [~linyiqun] pointed
out. This setting would have a config setting to enable it or not.
