As [~wheat9] points out, It looks like this approach was already considered in
HDFS-7265 and didn't go through.
In our case, we have other services running in the servers (e.g., Impala) and
we want to give higher priority to them.
For this reason, we'd like to reserve part of the bandwidth for them by
throttling the DNs.
We will try if HDFS-7270 solves our issue. If so, we will mark this as
duplicate to HDFS-7265.
