I think that in practice it is difficult to tune the configuration to get
satisfactory performance, given that (1) throttling one node in the pipeline
means throttling all downstream nodes for a particular pipeline. (2) A datanode
can participate thousands of pipelines in large production cluster. It is
difficult, if not impossible, to strive a balance between performance and
reliability using only static throttling, as shown in HDFS-7265 / HDFS-7270.
