Thanks [~vagarychen] for the review.
The idea here is to log when SCM comes out of chill mode during normal startup,
not through manual exit of chill mode. The reason for having two flags
{{chillMode}} and {{inManualChillMode}} is to differentiate the status of chill
mode (chill mode during startup and manual chill mode).
I have handled the scenario you have explained in the patch v001, please review
and let me know if any case/scenario is missed.
