Thanks for working on this [~goiri].
The config parameter {{dfs.datanode.bandwidthPerSec}} might be misconstrued as
the overall bandwidth controller for all datanode functions. Can we have
something like {{dfs.datanode.data.transfer.bandwidthPerSec}} for clarity?
The patch LGTM otherwise.
