For the checkstyles:
* I wouldn't change the visibility of the {{dataThrottler}} to be consistent
with the definition of the other throttler.
* I would not split the key even being longer than 80 characters, there are
other exceptions in {{DFSConfigKeys}} (QA hasn't complained yet but it will for
[^HDFS-12904.001.patch]).
