Thanks [~linyiqun] for the patch. Some minors:
* Typo "sapce" in "available-sapce-resolver.update-period" and
"available-sapce-resolver.balanced-space-preference-fraction".
* We could add a warning msg if balancedPreference < 0.5 where users mostly
like make a wrong config.
