I was able to remove most of the changes around
{{NameNodeProxies.createNonHAProxyWithClientProtocol}} by going with my
proposal.
I moved most of the unit tests into {{TestStateAlignmentContextWithHA}} and
reduced {{TestStateAlignmentContext}} to checking that there is no client state
change if there is no HA.
Everything else remains the same.
