Sorry for the slow progress on this - I posted a WIP patch which still has many
rough edges. In particular, I'll split the configuration
({{dfs.client.observer.read.enabled}}) and the retry logic into separate JIRAs.
Also I named the new proxy {{ObserverReadProxyProvider}}. Let me know if
there's any objection. :)
