[~xyao] Sorry but your suggestion is not clear to me. Do you mean
ChillModeManager shouldn't emit START_REPLICATION event which
ReplicationActivityStatus is listening? ReplicationActivityStatus should listen
to CHILL_MODE_STATUS event instead of START_REPLICATION?
