Thanks to post this patch [~bharatviswa].
Are you sure about the removing? I think froozen ratis snapshots are still
downloaded from the snapshot repository:
https://repository.apache.org/content/repositories/snapshots/org/apache/ratis/ratis/
(But fix me if I am wrong...)
