This was added as part of HDDS-702. With out those changes also I am able to
compile and Jenkins also +1ed. Now with your question, I got a question how
this is working.
But when I run and checked the output, this is able to download ratis info from
snapshot repo. I think apache snapshot ratis repo might be a public link from
where maven can download the jars, so there is no need to specify repository.
(But not able to find any information to confirm this)
