It turns out that the snapshot repository is defined the hadoop-main project
(which is parent of our hadoop-project parent).

In fact it doesn't matter if we remove the snapshot repository or not. It could
be better to have it as it's more explicit. (IMHO we still need the snapshot
url as we use snapshot repository.
On the other had we would like to switch to the next ratis release before we
would change the parent version (3.2.0). So this patch is safe and could be
more clean the pom.xml
