Thanks for your earlier comment.

In HDFS-13972-HDFS-13891.009.patch added a stripped down router to test 
createCredentials, but feel we should re-look at createCluster for better code 
structure and re-usability overall. Will look at this once we wrap up security 
related feature.

BTW, I also added RPC token asserts to reflect renewal expiry time vs max date 
difference instead of a separate ticket.
