I'm not a big fan of adding a new config key for testing.
A couple options I can think are:
* Initialize the cluster and the access the Router to replace the security
manager.
* Create a new auth method for testing which initializes the
RouterSecurityManager.
In general I would do a test without the full MiniDFSRouterCluster where we
just start a Router and mock the interactions with the Namenode.
I don't think we need to interact with a Namenode anyway.
