The implementation in [^HDFS-12733.005.patch] looks sound.
At this point it is a matter of agreeing on the overall approach.
Having the local edits in a HA setting might be valuable for some scenarios but
we are not removing this feature and we are keeping it as enabled.
The only thing I would question is whether to have
DFS_NAMENODE_EDITS_LOCAL_WRITE_DISABLE_KEY or
DFS_NAMENODE_EDITS_LOCAL_WRITE_ENABLE_KEY.
