In addition to the comments from [~hexiaoqiao], a few more nits:
* Let's use lambdas in TestRouterAdmin#414 {{return user.doAs(() -> {});}}.
* Let's use LambdaTestUtils#intercept in 
{{testNameserviceManagerUnauthorized()}}.
* No need to capture the exception and fail in 
{{testNameserviceManagerWithRules()}}, throwing the exception should give it 
away.
