It would be good to add the javadoc through all the code path specifying the
time comes from Time.now().
Lots of issues syncing Time.now(), Time.monotonicNow(), nanoTime(),...
[~virajith], do you mind taking a look?
I'm not super familiar with the edit logs so I want to make sure this is not
breaking any compatibility or similar.
