With HDFS-14130 and HDFS-14961 both resolved, I'm not sure if we should still
recommend people to disable ZKFC on Observer NameNodes. Instead, shall we
remove the ZKFC part from the README and just state that you cannot have
Observer participate in the auto-failover but have to manually transition them
to SBN first?
