Yes, by dynamic transition I meant transition an observer to standby (with
{{transitionToStandby}} or transition a standby to observer (via
{{transitionToObserver}}) in a HA cluster. With ZKFC running in both hosts,
user just need to run the DFS admin commands to achieve that.
